....does it not say ''' in post-conflict environments''?? ....NOT for NY....this sounds like after a war/conflict they would go in to stablize/disarm the comabatants/etc
...this is what the UN/etc tries to do after conflicts

So where are they in Iraq and Afghanistan? sounds llike that is where they should be working
