Don’t be fooled: Legally, Trump didn’t change a thing about the Department of Defense. By law, it’s still the Department of Defense because only Congress can rewrite the name. What he did was the cheap stuff ... ordered “Department of War” slapped on websites, signs, and press releases. That’s branding, not law. The statutes, the budget, the U.S. Code ... all say Department of Defense. So if you really think he “changed the name,” you’ve been suckered by theater. The only thing that changed is the cosmetics. The law hasn’t moved an inch.
Only Congress can change department names, so the title is ceremonial until it is codified into law. Mr. Trump had ordered the federal government to recognize it as a “secondary” name, in addition to having “secretary of war” serve as a “secondary title” to secretary of defense.
