As a practical matter, according to the original link, the law is just a meaningless gesture since in New Jersey there is only one case on record of anyone trying this defense and it was unsuccessful, however the law is not entirely without value since it will make salon liberals proud of themselves for passing this PC gesture.

On the other hand, Article III of the Constitution guarantees the right to a trial of one's peers, and this law limits the ability of the jury to judge guilt or innocence so it might be worth a Constitutional challenge from those who want to limit liberal assaults on the Constitution.
