It isn't the political parties who need to come up with a plan: it's the CDC.
God forbid we politicize this crisis any more than we already have. They don't know yet, Billy, what is going to happen or how to fix it. There are too many pieces to put together a long-term plan. We're having enough trouble making the short-term plans stick. People are suing their governors and defying reopening precautions, etc. etc. This is still a week by week, day by day thing.

The CDC doesn’t have any authority to put a plan into action. Our government needs to listen to their advice and then follow it.

In answer to what is being done at a national level I'd focused on the high level towards protecting humans from the disease and not so much on their day to day needs, nor on the other hand how the stock market is doing. In this regard this website provides some links to ASPR and BARDA goals and past successes.
