And in the graphic on the right side it says President and then under it it says "Public Law 112-81" Click that and a blank page comes up...anyone have any ideas what provision this is?

I just conducted my own search. It is being blocked from public view intentionally

So, apparently (and it makes sense I guess) PL 112-81 is the same as HR 1540. I guess after the Pres signs it into law the name changes...still weird how it is a dead link though...

Yes, the name changes. It's no longer a House bill, it's the 81st public law produced by the 112th congress.

Go to THOMAS and click on "Public Laws."
