I heard this story and saw a few pictures. FEMA is doing the same there in LA that they did in Maui and Western Carolina--declaring a sort of martial law and refusing to let the lawful owners in to inspect their property. Very authoritarian.

in my <limited> experience the fire dept owns any given property until the fire's out ,and turned back over to the resident Col.

this was basically to stop folks from running back into it

not sure how this applies to an entire city?
