There was never a "policy" to allow gays to become clergy. Of course, if you found you weren't suitable to be a "breeder", the Church encouraged you to join Holy Orders rather than sin. Once it became acceptable to be gay in the 1970's, enrollments in the "Holy Orders" dropped like a rock, which is why you don't see any nuns younger than 60 right now.

The real problem was those priests who weren't pedophiles, but struggling with their own sexuality, being the ones who had to make the call on Fr. Bob who just bent an Altar Boy over a pew.
