Guess I just think differently. If I were the police, I would have either just parked one of the boat rides over the guy until the bubbles stopped or stuck a couple of heavy conductors into the water and electrified it with 440VAC. At the very least, they should charge him with the cost of draining and refilling it with clean water after his decrepit junk was swimming in it as I don't want my kids touching the same water.
