DOGE isn't creating shadow agencies, it's doing audits and presenting the data to the elected President who then takes actions as his is constitutional duty.

The other thing that doesn't match is most of the existing German civil service had no love for the Weimar regime. many were monarchists, and while the Nazis didn't give them back their Kaiser,. they got something just slightly less better, an authoritarian that removed the shackles of dealing with elected representatives.

They weren't happy about the infiltration of "old guard" nazis into the civil service, but this was offset by the removal of republic supporters and jews, so there was no real loss to the established civil service.

Many of the attendees at the Wannasee conference were civil servants first, and Nazis second.
