It has always bothered me that the unsuccessful attempt of a crime carries a lesser penalty than if they actually complete the act. Someone can shoot you and you lay in a coma for the rest of your life and the penalty is less than if they actually did what they intended. Attempt should carry the same penalty.
 
No argument from me.
 
In my state anytime "attempted" is in the charge it is one degree less of an offense.
