No, it's not, but if you take real and physical action to further that thought, it can be conspiracy to commit the crime. It's also not legal for minors to possess guns or ammo.

Like if I tell someone "I've always wanted to rob a bank." and then a day later, I'm seen buying a ski mask, handgun, ammo, parking quietly in bank parking lots seemingly staking them out, etc.....that can be criminal behavior. Although by itself, buying those items and sitting in bank parking lots are not crimes by themselves, they can be part of a larger crime conspiracy.
