Annexation and absorbtion means responsibility, first of all, responsibility to local people. Creating chaos, and destruction of working social systems, cause much more human suffering than any dictatorship could.
People of Crimea and Novorussia are citizens of Russian Federation now, with equal rights and duties. Its win-win situation.

Some Iraqies suffer in Iraq, and another Iraqies go in Europe and America, and make Europeans and Americans suffer. It's lose-lose situation.
That's why invasion, bringing wealth, safety and order is much better from the moral point of view, than invasion bringing only death, destruction and chaos.
