6. have completed all buyer or purchaser paperwork associated with general firearms transfers
7. have passed a special firearms (automatics, assault rifles, etc.) deep background check
8. have passed a special firearms psychological examination
9. have applied-for and been issued a special firearms license
10. have completed state-sanctioned special firearms training (on a type-by-type basis)
11. have kept up with more comprehensive continuing education credits in order to sustain your special firearms license
12. have registered all of your special firearms
13. have completed all buyer or purchaser paperwork associated with special firearms transfers
14. hold a valid permit to store higher-risk firearms and excessive ammunition in approved storage modalities
15. host bi-annual or tri-annual premises inspections to ensure compliance with the terms of your permit (14)
16. repeat (1) thru (3) and (7) thru (10) every 3, 5, or 10 years, as mandated by law

The phrase "well-regulated" was in common use long before 1789, and remained so for a century thereafter. It referred to the property of
something being in proper working order. Something that was well-regulated was calibrated correctly, functioning as expected.
Establishing government oversight of the people's arms was not only not the intent in using the phrase in the 2nd amendment, it was precisely to render the government powerless to do so that the founders wrote it.
