If Microsoft is concerned about Iowa tornadoes - why not build the data centers underground? They would be infinitely safer.

I think underground is still a better choice as it saves valuable real estate for other purposes.

The ground has to be right for undergrounding large buildings. A high water table, or lack of good drainage can create very high costs. As can ground that is too soft and deep. However, farming on top of buildings is coming into it's own at present, and, with the right ground, is a good idea.
