However, the two cases where an incumbent did exactly that - 1952 with Truman and 1968 with LBJ, that didn't happen.

Adlai Stevenson was kind of a knob, and Hubert Humphrey couldn't make up his mind on what his position on Vietnam was.

The fact is that Garland wasn't going to do anything to prosecute Trump....until the House Jan 6 Committee put pressure on him in mid-2022. By then, it was too late.

I think a president announcing charges against his predecessor was never going to be a good sell.
