It just says there was an investigation in 2017, and nothing was found. No charges.
It means no sexual assault.
If you only read headlines, sometimes you get false impressions.

The headlines and maybe the first paragraph in a news story is all most people read. So even if the story itself includes a caveat, they put a dishonest headline on it know that is what will influence most people.
