The first boats arrived in 1899, others in 1901 and every few teaes during the 1920s and 30s.
It's also worth remembering that Jews had been living in Jericho and Jerusalemt for 2,700 years. They had never left.
I'm mainly referring to when it was declared a state, yes your right they had started sending poor ones there to work the land, build roads and wells, to make it more enticing to the wealthier Jews.
Most Jews had left Palestine since Babylon, few returned and remained.

The earlier settlers to come to Israel 1899 - 1935 were kibbuzniks, frequently left wing, always ideological, always escaping poverty and oppression. They were also often educated, resourceful and tough.
Their arrival had nothing to do with directly enticing others, because 200 people settled a kibbutz, and that was it. They didn't need anyone else.
Nor were they being 'sent' anywhere, they organised themselves in the ghettoes of Budapest, Smolensk or Lviv, and travelled in groups operating largely under their own steam.
