You are living off the results of what you accuse of from your own nation. Give it up. Arguing the merits of some of these military bases, keeping the seal lanes open and getting a rough peace is important. Ironically new colonists are coming into your nation every day. The answer to your question is no. Puerto Rico has had the choice to become a state and continues to decline. They like their one-foot in, one-foot out status with the US. It seems to me that I recall hearing somewhere that one of the reasons France still holds onto it is to make sure some sensitive/fragile underwater "park" remains protected from destruction. IIRC some nature show had to jump through a bunch of hoops just to be able to film in it.
