When people get a license from a city or the state they instantly become citizens of that city or State; And when they get other official engagement where they promise to obey the local law, they become citizens.

The definition of citizen is to be a subject of whatever one has agreed to obey. Hence a driver license is permission to drive on the local roads under the provision to obey the rules of the road.
Thus the immigrants who have various licenses to obey the State are citizens of the State and under the protection of the State as well.
Therefore, even though they haven't been accepted by Washington, they are still citizens of the State.
Furhermore, if they are working, they are probably paying Social Security though their employers, and that makes them residents/citizens of USA, especially if they are State citizens.
In California, to vote all one has to do is sign a card saying You are a citizen, and the definition is left up to the registering person.
So if they are voting via the registration process, they are citizens.
