I agree that Representative Waters is an elderly lady who still harbors great anger over the past discrimination suffered by her ethnicity.

Some elderly people are able to change with the times. Other elderly people are unable to change with the times, or they do not wish to change with the times. (For example, she gets votes by fanning the flames of the past.)

Of course, the ultimate blame does not lie with this lady; it lies with the character of the people who vote every two years to return her to the House.
