The Posse Commitatus act LIMITS how federal troops can interact with law enforcement, it doesn't outright ban it.

By the time a person of any race gets a prison sentence they have BEEN CAUGHT multiple times, been given probation multiple times, served short jail sentences multiple times and unless they are unluckiest person on earth, gotten away with ten to fifty or more crimes for each one they got caught for. When the prosecutors or cops release criminal rap sheets, no sane person can understand why they weren't in prison long before. I'm not going to waste our time annotating the entire report, but in killing and robbery blacks committed more crimes even in raw numbers. In almost every other category blacks committed far more crimes than their percentage of the population would justify. In fact the only offenses I can find where blacks committed less than twelve percent of the total crimes were DUI and vagrancy.

Well he is only eighteen now, so that is a possibility. Juveniles are often released for heinous crimes when they turn eighteen. It's a flaw in a badly flawed legal system.
