More than likely the main contractor that sold her the roof were very nice white people who in turn subcontract the job out.
For definitely an inflated estimate.

On the day of work a van overloaded with ladders and gear will pour out Mexicans like a clown car and jam out the roof in one day.
The lead sub will speak English and drive a nice truck, but only directs the workers who have questionable legal status.
No one checks anything. Just the way things are in residential construction.

The subcontractor is technically responsible for their workers, but nothing is enforced, nor is government capable or staffed enough for enforcement.
