First of all, the droplets quickly evaporate and the virus is once again freed to float on the air.
Second is that is EVERYONE were to wear masks successfully, that just delays herd immunity, thus ensuring the longest possible duration of the epidemic, and the highest possible death toll of the vulnerable.

You get the least death toll if you only isolate the vulnerable, and deliberately infect those under 40.
That could end any epidemic in less than 2 months, and have the lowest possible death toll.

Masks will stop large things, just not really small things.
And the problem is you don't want to stop covid from those who are not vulnerable.
You want those who are not vulnerable to get covid, recover, and add to achieving herd immunity, in order to end it as quickly as possible.
If you do not achieve herd immunity, then it never ends, and the result is the greatest possible death toll eventually.

Surgical masks are for preventing the passing over organisms millions of times larger than viruses.
The protozoa surgical masks are designed for can not float on the air like viruses can.
There pretty much is no way to prevent the spread of viruses.
You can slow down their spread slightly with masks, but the longer you put off herd immunity, the larger the death toll.
You get the smallest death toll by deliberate spread of viruses to those least vulnerable.
