It's a reference to the 2000 Bush V. Gore race. At the time Florida used "punch" ballots. Ballots loaded into a holder and a stylus like instrument was used to poke a hole in the ballot for the desired candidate. If the device wasn't fully inserted it might "dimple" the ballot and not punch a hole.

Remember I mentioned that the device punched a hole in the ballot, which was for machine reading.

The tiny piece of paper punched out, that used to fill the hole, is what the "chad" is. So we have "dimpled" chads where the ballot is "dented" and "hanging" chads where the device punched through but the chad didn't sperate from the ballot.
