After a subsequent investigation, the DA's office determined that the garage worker had wrestled the gun out of the crook's hand and determined it was self defense.

He was charged, handcuffed to his bed, and then the charges were dropped "pending prosecutorial review".

That means they were not dismissed with prejudice, they can go back after him if they want to.
