I really don't see this as a violation of his 1st Amendment rights. If he wants to paint a mural on private property that will let him, he can still do so if he has permission. The city however doesn't want it on public lands, but maybe that is because of the way he's trying to go about expressing himself. From the link.........................

Neil Raymond contends he wanted to use messages such as “Asian Lives Matter” and “White Lives Matter” to show “that lives other than black lives matter,” according to his federal court papers.

Maybe if he would have said that other lives in addition to black lives matter as well instead of saying that lives OTHER THAN black lives matter, he might have gotten his permit. But, since it's on public lands and has to go through the city to be approved, his rights aren't being violated. Maybe Trump will let him paint a mural on one of the buildings that he owns.
