Likely staged. If you notice just before he sprays her, she pauses looks at him and gives a nod and immediately he jumps up and says “YOU need to resign!”, this JUST after she says noem needs to resign.

If this had been an actual attack, Omar would have immediately need taken to a hospital to determine the nature of the substance. She went right back to her speech. The substance could have been anything, including a deadly chemical. The fact they didn’t have any concern about that makes me think it was all staged.
