Individually schools are easy but there are a lot of them and funding would be difficult.

I think it's because of two reasons.

1. People are too lazy to do actual candidate research so tend to vote for incumbents.

2. Politics and the issues have grown exponentially more complex so it is difficult for the average voter to ingest all relevant information...even if they aren't lazy.
