This has it all. Decent cops (initially) who understood the law. They then were instructed by their superior to arrest the man on false pretenses. Sadly they followed orders (just following orders).
Then the prosecutor feeling he must side with the cops even over the law presents the charges to a grand jury. They dismiss them.
Then the city gets sued.
