These are the same voters who criticized President Obama for his handling of Hurricane Katrina, (happened in 2005 when W was President), the Housing Bubble (federal banking deregulation signed into law in 1999, before Obama was elected to the Senate), or the creation of ISIS (formed in 2005 when W let Saddam's Palace Guard go free with their weapons).
They've also had right wing media lying to them and telling them what a great job Trump was doing, even when he proveably was not, and what a failure Biden's policies have been, and they never leave their bubble.
