The biggest obstacle to attracting private investment to any Lunar Colony is that of title, of ownership. The Moon might be worth exploring and rich in minerals, but no private company would ever invest any meaningful dollars without knowing they would get a return back.
I could see the day when ExxonMobileSorosObama sets up a mining operation on Saturns Moon Titan and finds a way to transport freeze dried, condensed hydrocarbons to Earth driving the drive of gas down to $126/gallon (this is way out in the future mind you and $126 is a great deal)
