Collective Bargaining is incompatible with public sector employment. Unless the employer has skin in the game (i.e., can go bankrupt via a bad contract), it is just a way of screwing those who pay the bills, which means YOU.

No. You are confusing collective bargaining with the right to strike, which are two completely different things. ATC has no right to strike as proven by the PATCO crisis in the 80s. For example, only in a few states and cities do teachers have the right to strike and people always blame them for their inability to influence political decisions regarding education. The same goes for most public sector employment. I don't know where you get these silly ideas. Cops and firefighters are often underpaid.

From my daughter's experience, emergency medical services are constantly underfunded and lack reasonable compensation. My daughter has a very good primary job with a fire department as a paramedic but also works two part-time jobs on her days off from that job. Why does this happen? No unions and no collective bargaining because they are the orphans of the world when it comes to representation.

Do you think pilots and flight crews get paid if their flights are cancelled. Did you know that flight attendants do not get paid except for actual time in the air. They don't get paid sitting on the tarmac or in a terminal waiting for an overworked controller to figure his shit out because you took a ******* mental health day or to drive Door Dash because you have no savings to pay your overextended ass.

The government need only set up dedicated "contingency" funding for certain purposes. And indicate who and how they can be drawn from.

Ex: Social Security and federal retirement checks continue to be issued during a government shutdown because they are considered mandatory spending and are paid from trust funds.
