Even with the end of the Mueller investigation, all the criminal activity has "spawned" a bunch more investigations.

And those guys aren't president. Nothing will protect those criminals because Mueller was smart. He farmed out investigations into those crimes into state courts where they can't get a pardon.

When they say "referred" they are saying they have enough evidence for indictments.
