The rebel military Haftar backed by Egypt and USA in the east has done nothing to defeat ISIS but just to plot a military coup against Tripoli government.

The army was underway but the US forced the SDF to abandon the Raqqa plans and focus on Manbij, which they had to leave after liberating it with high casualties due to US pressure. This eventually led to the withdrawal of the forces. And Obama saved ISIS another time...
