I consider anyone who wants to take money from one segment of society and give it to another segment (who is deemed "underprivileged") to be a Socialist. I also consider anyone who seeks to over-regulate the free market and who seeks to force the free market to bend to the whims of an over-sized government to be or lean towards Socialism.

I believe Biden and the vast majority of Dems fit into the above definitions.

Socialists (unlike Communists) believe in easing folks into the Socialist ideals. So many will often spoon-feed Socialism into the population step by step. Communists, on the other hand, will just bulldoze their way and force their ideal upon the populace in one, fell swoop. Biden (philosophically speaking) is closer to Sanders than he will admit. But he's far more to the left than John F. Kennedy was. So, in a hypothetical sense, Biden would likely embrace "single payer" if he was the President 10 or 20 years from now. The very idea that we were willing to force the working class to pay for others' tuition is proof that he embraces some very Socialist ideas.^ An unusually thoughtful post for this forum!
But it's a lot more complicated when you consider what REALLY motivates Biden, and what he has & hasn't done.
He & his party have no will to push for single payer for instance, and that's the single most socialist thing he/they could do.
Rather, they prefer to spend BILLIONS in Ukraine.
In 2020, Biden said "I'm not a socialist; I beat the socialist [Bernie Sanders]!"
He was telling the truth that one time, except Sanders wasn't beaten so much as outsmarted (again) by Barry O.
So yeah, Democrats will play footsie with socialist/adjacent dreams, but they will NEVER deliver on them.
