As I recall that was a state mandated thing and different states did differently. In NJ you had odd and even days. Even so that was in 1973 during the oil crisis and Carter was president beginning 1977.

History shows that LBJ had to twist the arms of both Democrats and Republicans to vote for the 1964 Civil Rights Act.

He did the same thing in 1957 and 1960.
