I think you're right in one regard though and the "capable" qualifier. Brazil was not positioned well to host the Olympics and their rotting facilities prove it.

The NFL used to rotate the Super Bowl loosely between Florida, New Orleans and LA and every so often they would have it elsewhere. Houston had it one time, Detroit in the early 80's, San Diego, Phoenix is now in the mix. Now every new stadium gets a super bowl at some point in the future.

The Olympics need to rotate the Summer Games between five or six cities (if the cities want them of course) and every so often entertain bids from host nations or even host regions--not cities. Some of the soccer matches during the Atlanta Olympics were played in DC, Birmingham and Miami. Other nations can (and should) do that to offset costs of new stadiums being built. For example, Belgrade always bids on the Olympics. Not sure why but they do. The interest in soccer in Europe is there to fill a 70,000 seat arena if, lets say, England plays Germany in a group match. Instead of building a 70,000 seat arena for Soccer, why not just hold the event in Zagreb or Budapest--both 3 hours away?

Just because it passes the logic test doesn't mean that it passes the "prestige factor" the IOC tries to sell to the cities so they bid on the Games.

Something else they should consider is moving some Summer Olympic events to the Winter Games. I don't know if it is still the case but at one time, there were more Track and Field events than there were Winter Olympic sports. Boxing, Basketball, Judo, Taekwando, Table Tennis, Gymnastics, etc... could be moved to the Winter Games. If the sport isn't being played, you don't have to build a facility to host it, obviously. What isn't talked about is the athlete housing, media centers, and simple service facilities that go along with hosting these Games. What do you do with a media center when the media has left town?

In all cases, The IOC makes that decision based on their own criteria. It's absurd to think the games might be awarded to any city without that city specifically expressing a desire for such.

The most that could be said to come from the government is the tax exempt status of the USOC and the Appreciation for Olympians and Paralympians Act, passed in 2016, which provides tax exemptions on Olympic winnings (medals and monies awarded by the USOC) for U.S. athletes making less than $1,000,000.00/year.
 
A number of years ago there was discussion of having one venue for the Olympics every four years. It makes sense from a cost perspective. The downside is that it deprives citizens of different nations from hosting the Olympics and seeing the athletics perform. I think a single venue may gain traction in the future.

Well.... as far as I can tell athletes at certain colleges will get funding in order to be able to go to college and be the athletes they want to be while there. That helps a lot, and is often state funded.

The US federal government gives tax free status for a lot of athletes at colleges.


Giving money to athletes who compete is also tax free.

The money doesn't come from the federal govt, though it gets tax exemption.

So it's not like China, which literally pays athletes to compete, or the UK which gives money from the lottery to sports. But it also isn't totally lacking in help from the federal government, and state governments seem to be helping at the college stage of some sports.

Why not just host different sports in different countries at the same time?

The UK govt spends millions making medal prospects into full time athletes. Like it somehow makes the UK a better place. Those sponsored athletes then look dorward to a life of comfort sitting on their arses bloated by sponsors money.

It used to mean something winning a medal. Now its just which country has invested better.

African countries will never win a rowing or cycling medal because the tech is all in the developed world. Its just a racket.
