The West has to accept that the artificially driving down of wages is not a wise approach. First and foremost, you want entrepreneurs, the "investor class". America should be attracting such people in droves.

Next, you want educated in difficult fields, high demand fields, preferably for companies already looking to hire.

Finally you just want hard working people who are ambitious. No politics or bringing their battles from the home country to America, but hard workers who want a better life for their kids.

America definitely receives some nefarious people but you also receive some hard workers from Mexico etc. Ultimately though it must be YOU that decides if they are granted entry or not. The minimal reward of getting millions of low skilled citizens do not outweigh the risks, especially as China is doing their worst to exploit this and harm Americans with poisons.
