Sure, a single page tax form with a double standard deduction sounds good until one considers that as time goes on the once and no more itemized deductions eliminated (real estate tax, state taxes, local taxes, etc.) will grow and the Standard Deduction will remain the same.

The official poverty rate is calculated by the Census Bureau. Mississippi is number 1. California is not in the top 10. The bureau collects a huge amount of demographic and personal financial information. Using this information, the bureau and others use this information to calculate various measures of poverty, one of which is presented in your link. However, it not the official poverty rate used by the federal government.
