Yeah, it's no question the regulations are laughable, along with the care for the environment, you can find some good examples in ******* scuba diving.. Come on man.
So do you not think the reef should be protected?
Or possibly you don't understand the volume of commercial capital and incoming governmental revenue associated with tourism or scuba diving in regards to third world countries such as Belize, Honduras and whatnot.
Your ignorance and inability to understand the impact of even the simplest measures defines what is truly laughable.
The jobs provided, the revenues gained by the state (the people don't just dive either, they stay, they eat and they shop) ... Your ideas offer nothing of worth or value.
