Driven by corporations moving there? Evidence please. I don't support the states either.
The corporations need to protect the resources they are using ... It is necessary for them to make the changes.
Almost every corporation of any decent size has adapted sustainability standards at the corporate level ... Some are better than others.
Regardless of where the production is manufactured ... To be sold in America it has to meet certain standards that are often associated with ISO standards.
The corporations apply those standards and they are not subject to nor developed by the state or government.
The states simply do not have the capital necessary to provide those protection ... At best, all they could ever do is say "no".
The technologies used to provide the protection are not developed nor employed by the state where they are used ... But by the corporations who already know the benefits of doing it correctly and maintaining sustainability.
Example: Tourist Industry - Scuba Diving
Protection Required: Measures to guard against the reef destruction in designated dive areas due to anchorage.
Protective Measures: Scientific and geological studies that provide the necessary foundation for deploying anchorage pylons.
After the necessary requirements and specifications are identified ... The businesses get together and set pylons in the sea floor near designated dive areas.
The pylons are set and marked with GPS locators for quick location since they are far enough below the surface to avoid collision with sea going vessels.
The Master Diver who is required to enter the water and inspect the area prior to any dive simply attaches the anchorage cable to the pylon.
Results: The pylons eliminate the need to use anchors and destroy the reef piece by piece.
All the materials required, studies conducted and final locations are developed, installed and shared by the businesses ... Not the state.
The pylons also offer additional support to reef structure in turbulent seas ... Not only protecting what is there, but establishing better conditions.
That is just an example ... One of many you could come across if you had any business sense or experience.
