What you fail to understand, those judges are sworn to uphold the law. When they order an executive dept to violate the law, they are acting outside their authority. The dept of Ag can't manufacture money to fund SNAP. The law says their contingency funds are only to be used to supplement SNAP funding in an emergency, such as a natural disaster where people are unable to work because their place of employment has been destroyed by hurricanes or fires. At this point in time, there is no SNAP funding to supplement and there is no disaster.
