I think that many German Jews didn't get out because many saw themselves as Germans which they were, many had served in the German army and thought they would be ok and could never imagine their own Government and people could turn against them, a tragic miscalculation.

Tragic is also that many Jews had fled from the pogroms in Poland and Russia to Germany, where Jews were well integrated then.
