In the USA, Most Public Education Policy happens only on a local level (The only acceptions being laws prohibiting segregation for any reason, and Separation of Religion). Anything within these acceptions is pretty simple, and widely known to local school administrators.
So, anything outside these areas are relatively meaningless to the Federal Government. This includes Sex Ed. It is really up to the local school districts, and the parents within those districts to decide how, and what, they want taught
So, I read back to answer the question: WHERE is this stuff actually happening?

I'm not certain WTF is happening in Massachusetts. I've visited there, and didn't notice bands of queers, roving the streets, giving out filers about fisting, oral dams, or penis plugs. Barney Frank didn't meet me at Logan Airport to invite me into a restroom for a BJ.
Despite this innocuous personal experience, I'd think twice about starting a business in what appears to be a hot-bed of Butt-Fucking and Man-Boy Love. If I planned to start a family, and attract reliably conservative employees, I'd try to build airplanes in Casper, Wyoming.....or open a law firm in Lubbock, TX.
In the other hand, if I wanted my kids to be surrounded with Drooling Gay Bears, and I wanted employ a bunch of Twinks that spent their lunch hours giving blow-jobs in the park, then I'd set up shop in Seattle or Boston.
