The whole blanket pre-pardon thing needs to be scrutinized for legality, imo.
How about this scenario:

A virus was developed by a rogue gov agency to rig an election.
Millions died.
The installed president is a puppet for others pulling the strings.
The installed president loses the following election, and on his way out pardons both those responsible for the bio-attack, and those that covered for it.

Now I know that this is a farfetched whacky never could happen premise, but right there is some serious treason and crimes against Humanity.

How can that be pardoned?
