Turning off the oil spigots sure didn't help. The short fall of product caused fuel prices to soar. Food prices followed suit as it cost more to transport merchandise due to higher fuel prices. And so it goes. Artificially created shortfall of a needed resource not dependent on market forces but on government over regulation.
