Public beatings won't change their stupidity. In Middle Ages Europe, the penalty for being a pickpocket was death by public hanging. While the public stood there and watched the proceedings, pickpockets would work the crowd stealing their belongings.
Put barriers up over precious art and antiquities so that they can't spray, throw or spread damaging substances on them.
