You ignore: "Within the STATUTES of the applicable LAW".
Which so far Trump simply ignores.

A President can only veto the total Congressional bill - he has no in-line rights. -see US Constitution.
And Biden had done just that - threatening to veto the total Congressional bill, in order to get his way done.
