There is nothing to verify. Every state has good and bad areas. Where I live, there is very little crime and the average income is quite a bit higher than average, which is saying a lot with big city salaries skewing the average to make up for the exorbitant cost of living.

Actually, the version of that phrase is using the N-word, not "city". (City doesn't really make sense in that sentence, because it's a place, not a person.)
