No, that is not how we "all" do business. And hell no, it is not perfectly legal to "fudge your numbers". But I will agree, that is what our society has now digressed toward. For instance, prior to Ronald Reagan accounting firms were liable for misstatements on financial documents. In short, if an accounting firm certified the filings of a corporation and those filing turned out to be "fudging the numbers", then the accounting firm was liable for any loses suffered by shareholders. Reagan released them from that responsibility. Prior to that, maybe a handful of companies revised their earnings statement every year. Today, hundreds of them do.

A good question. But, while the campaign funds can pay lawyers, I don't think they can be used to pay fines. Fines are not "legal expenses".
